By taking over this vehicle, both 24Rent.md and you undertake to comply with the rental terms and conditions below.
1. DEFINITIONS AND GENERAL PRINCIPLES
The rental agreement is personal and non-transferable. The terms "you", "tenant" or "customer" refer to the driver, payer or user named in the contract, as well as the person signing this contract.
Tenant/User – natural or legal person renting a car for a short or long term, after registering and logging in on the website. The term «User» includes in its entirety the notion of «User – legal person»
Registration/Login - Represents a set of actions taken by a person, which are aimed at providing his personal data in order to gain access to the cars of the RentCar service. These actions may include: adding photos or scans of documents, transmitting the phone number via voicemail, messenger applications or other confirmable means, giving consent or transferring data to third-party services.
Tenant/User - Understands and speaks Russian and/or Romanian, Italian, English, French or other languages implemented in the system, at a sufficient level to read and understand the content and meaning of the Contract, terms and conditions, as well as payment information, available on the website.
"We" "the company" refers to 24Rent.md (USMOTORS SRL).
"Vehicle" means a passenger car or utility vehicle that can be used for travel for a period of time established in the rental agreement. The short-term rental service includes: the vehicle, related duties and taxes, seasonal tires, the cost of washing the vehicle, as well as the cost of fuel, according to the applicable rates.
"Destruction" refers to any damage to the vehicle, including damage to windows, mirrors or headlights.
"Theft" refers to stealing the vehicle or vandalizing its components in an attempted theft.
"Travel abroad" is only allowed in certain countries. The related conditions and costs can be consulted at the 24Rent.md office where the vehicle is picked up. Travel outside the Republic of Moldova is possible only with a written authorization issued by 24Rent.md. This must be requested at least two working days before the planned departure date.
2. PRE-TERMS OF RENTAL
You will be asked for all the information necessary to draw up the rental contract, including: identity data, home address, driver's license information and payment method.
Any driver must hold a valid driver's license, obtained at least 12 months before the rental start date, corresponding to the category of the rented vehicle. In addition, the minimum age of the driver must be 24 years. For certain vehicle categories, a higher minimum age may be required.
At the beginning of the rental period, you will be required to pay in advance an estimated amount corresponding to the total value of the contract, as well as to make a deposit, determined according to the category of the rented vehicle.
3 – THE VEHICLE
3-1 Vehicle condition
The vehicle is rented according to the terms and conditions of 24Rent.md. Please read and accept the contract by signing upon pickup.
The condition of the car is described in a document attached to the contract. Check and confirm any damage before departure. Claims for damage not recorded at pick-up will not be accepted.
You are responsible for returning the car in the same condition. The costs of repairs caused by you or third parties will be added to the rental, up to the limit of liability.
3-2 Use of the vehicle
Driving or moving the vehicle outside the borders of the Republic of Moldova is allowed only with written authorization from 24Rent.md.
You are responsible for any misdemeanor or felony committed with the vehicle during the rental period. Your data may be made available to the authorities upon request.
You undertake to use the motor vehicle prudently, without being under the influence of alcohol, drugs, medication or other substances that impair your ability to drive.
The use of the vehicle is prohibited in the following situations:
- Subletting;
- Transport of people for a fee;
- Transporting a number of people greater than that allowed in the registration certificate;
- Use for unauthorized commercial purposes (ex: taxi, ridesharing, deliveries);
- Participation in rallies, contests or tests;
- Teaching driving lessons;
- Towing or pushing other vehicles;
- Driving on undeveloped or dangerous roads for the vehicle;
- Committing a crime with intent.
The goods and luggage transported must not damage the vehicle or endanger the occupants.
At any stop, even a short one, lock the doors with the key and activate the vehicle's alarm or anti-theft system. Do not leave the keys in the ignition when you leave the car. Losing keys incurs replacement penalties.
In the event of an accident, the report issued by the authorities must be submitted within 5 working days. In case of theft, the keys, documents and report must be handed over within 2 working days. The accident report (declaration on own responsibility) must be completed according to the instructions of 24Rent.md.
3-3 Maintenance / Mechanical Problems
During the rental period, you must carry out the usual vehicle checks, such as engine oil level every 1000 km, tire pressure and others. Heed any on-board warning and take the necessary action.
In the event of a mechanical breakdown or accident, you have access to the Assistance Service, included in the rental price. The conditions of use are detailed in the "Rental Guide", available at the 24Rent.md headquarters.
The vehicle is rented with five tires, according to the law. If one is damaged under conditions other than normal wear and tear or force majeure, you agree to replace it immediately, at your expense, with one of the same size, type, make and wear.
Any mechanical, technical or aesthetic intervention on the vehicle is prohibited without the prior approval of 24Rent.md.
CAREFUL: Article 3-2 specifies the basic obligations that must be respected during the custody of the motor vehicle.
4 RENTAL METHOD ONLINE and IN DESK
Car reservation is a set of actions performed by the User to order a car for further use for rental purposes. In this process, the Executor blocks the access of other people (other than the User) to the reservation of that car.
"Inspect" mode represents a set of actions performed by the Employee, in the presence of the User, when taking over the car. These consist of checking the external and internal condition of the vehicle, including: identifying any damage, checking the correct operation, as well as the existence and compliance of the documents — the registration certificate, the fuel card, the RCA policy and other goods in the car. The purpose is to sign a handover-receipt report, which certifies the condition of the car and indicates any deficiencies, accompanied or not by photographs.
Tenant / User:
1.1. Choose the desired car on 24rent.md.
1.2. Select the rental period and additional options as needed. The service can also be used without prior registration.
1.3. Complete the contact details: e-mail, phone number, date of birth (day, month, year).
1.3.1. Confirm the payment of an advance of 10% of the rental price via the "Book Now, Pay at Desk" method or pay in full.
- 1.3.1.1. You receive the payment confirmation by e-mail and the instructions for setting the unique password, received by SMS. You can cancel the transaction up to 72 hours before the rental date.
- 1.3.1.2. On the day and time of the rental, at the 24rent.md office, pay the difference and a refundable deposit of 200 Euro, blocked on the card.
1.3.2. By continuing to register, the person:
- 1.3.2.1. Accepts the contractual conditions (by ticking the checkbox) and confirms that he holds a valid driving license for category B (cars up to 3.5 tons) and is at least 24 years old.
- 1.3.2.1.1. Present your driver's license, passport or ID in person and sign the rental agreement.
- 1.3.2.1.2. Together with a 24rent.md representative, he inspects the car, the fuel level and fluids, takes inspection photos, receives the keys, technical passport and documents (including RCA insurance and technical slip). All are recorded in the report of delivery-receipt, which he signs.
- 1.3.2.1.3. Upon return, together with the 24rent.md representative, inspect the car and the documents, hand over the keys, take photos and sign the handover-receipt report.
- 1.3.2.1.4. If there is no damage and the car is returned in the same condition (including fuel at the same level), the 200 Euro deposit is returned within 48 hours to the renter's card, and the contract is considered concluded.
4-2 DEFINITION AND CALCULATION
Duration and renewal of the lease
- The maximum duration of a contract is 30 days. For longer rentals, a new contract is concluded for each additional 30-day period with the same terms and conditions.
- At the end of the agreed period, you must return the vehicle. Failure to meet this deadline may attract civil and criminal action.
- The minimum chargeable period is 2 days (48 hours), calculated from the time the vehicle is taken over.
- The return is calculated in 24-hour intervals with a 30-minute grace period. Exceeding this period by more than 30 minutes will attract the payment of an additional day.
Renewal procedure:
a) Go by car to the nearest 24Rent.md office;
b) The agent will check the condition of the vehicle;
c) Pay the difference for the new period;
d) Sign a new contract with the updated period.
Exceptions:
- The contract is concluded automatically in the event of confiscation of the vehicle by the authorities;
- In the event of an accident, the contract ends when the official report is submitted to the 24Rent.md office.
4-3 Termination of Lease Term
When returning the vehicle, the keys and documents must be handed over in person to a 24Rent.md agent at the company's office. Do not hand over these items in parking lots or to other people who claim to be 24Rent.md agents.
If the vehicle is returned without keys or documents, the customer will bear the replacement costs, as well as the expenses for relocating the vehicle to the 24Rent.md headquarters. The relocation fee is 1 EUR/km within the national radius and 30 EUR in the City of Chisinau.
EXCEPTIONS
Confiscation of the vehicle: If the vehicle is confiscated, the contract is automatically terminated as soon as 24Rent.md is notified by the competent authority. Any use of the vehicle that damages 24Rent.md may lead to the termination of the contract.
Vehicle theft: The contract ends when the complaint submitted to the competent authorities is submitted to 24Rent.md.
The accident: The contract is concluded after the tenant and any other person involved submit the correctly completed accident report to 24Rent.md.
5 – PAYMENT
The customer is responsible for paying the rental cost, which must be paid in advance. The estimated cost includes the rental fee, optional services and equipment accepted, additional insurance, fuel service according to the contract, as well as a deposit of 200 Euro.
When renting, the estimated amount will be blocked (pre-authorized) on the customer's card. When returning the vehicle, the final amount of the invoice will be automatically debited from the card, unless the customer offers another payment method accepted by 24Rent.md.
The customer agrees that any costs resulting from accidents, damage or theft will be borne and charged to the same card.
For rentals longer than 30 days, a new invoice will be issued every 30 days and the pre-authorization and payment procedure will be restarted.
In the event of late payment after the due date, the customer will incur statutory late payment interest plus 0.1% for each day of delay, upon prior notice.
The customer agrees that, in the event of non-payment of outstanding invoices, the company may demand the immediate return of the rented vehicles and will be obliged to pay all amounts due according to the concluded contracts.
5-1 Applicable Prices
The prices for rental, additional services and optional insurances are those valid at the date of signing the contract, based on the information provided by the customer (rental duration, return office, etc.). Any modification of these data will lead to the application of an adjusted price, according to the 24Rent.md price brochure.
The daily rate, guarantees and insurances are those stipulated in the contract signed upon taking over the vehicle. The tank is full on delivery and must be returned full.
Fuel is not included in the base price. If the vehicle is returned with a lower fuel level, the customer will pay the difference at €1.50/litre plus a €10.00 refueling service charge. This amount will be highlighted in the Rental Agreement.
CAREFUL:
The customer is responsible for the use of the vehicle throughout the rental period. Defects caused by fueling with an inappropriate type of fuel will be charged with a minimum of 150 EUR, which will be deducted from the deposit.
For vehicles returned in an extremely dirty condition (upholstery or other interior elements), a cleaning fee of EUR 50 will be charged for the Economy and Compact categories and EUR 119 for the other categories.
The child seat is available for a fee at EUR 5 per day, with a ceiling of EUR 50 per rental. Destruction or non-return of the chair will be charged at EUR 110, and cleaning in excessively dirty conditions will cost EUR 10.
Damage to the vehicle, not covered by the standard or additional RCA insurance, will be fully borne by the customer. The insurance does not cover damage to the wheels (rims, tires, caps), the interior (radio, cigarette lighter, socket, upholstery, etc.), the elements under the vehicle or the engine in case of negligent driving.
For tire damage, a fee of €150 per piece will apply.
Loss or damage to documents, key or vehicle alarm will incur replacement costs of €120 per item.
Loss or damage to the number plate is charged at EUR 50.
5-2 The warehouse
deposit represents a guarantee to cover possible extensions of the rental period, fuel not returned, as well as damages resulting from damage or theft of the vehicle. The amount of the deposit is blocked (pre-authorized) on the customer's card account and, upon returning the vehicle, the customer is obliged to pay all the costs related to the actual rental period and the conditions of delivery.
In the event that the customer refuses the standard insurance offered by 24Rent.md for theft and/or damage, the value of the deposit is increased up to the maximum amount of liability, according to the category of the rented vehicle, as provided in the Rental Agreement.
If the customer accepts and pays the standard insurance for damage (RCA) and/or theft (CASCO), the deposit is fixed at EUR 500.
If the customer opts for CASCO insurance during the rental period, his financial liability for damages will be limited to EUR 500. Any damage exceeding this amount will be fully borne by the customer. Payment for CASCO insurance, included in the rental rate, is non-refundable and all additional repair costs will be the responsibility of the customer.
Upon returning the vehicle in the same conditions as it was picked up (without damage, missing or damage), the deposit will be unlocked and returned in full to the customer's card.
CASCO definition: CASCO is an optional insurance that covers the damage caused to the vehicle as a result of accidents, damages caused by natural phenomena or other risks, protecting you from such unforeseen expenses.
5-3 Payment Conversion
The prices charged by 24Rent.md are expressed in euros (EUR). The invoices will be issued based on the rental contract, both in euros (EUR) and in Moldovan lei (MDL), at the NBM exchange rate valid on the day the invoice is issued.
Customers using credit cards issued in a currency other than Euro will pay in Moldovan Lei (MDL) or US Dollars (USD), depending on the currency of the card.
Residents of the Republic of Moldova will pay exclusively in the national currency, Moldovan lei (MDL).
6 – RESPONSIBILITY IN CASE OF ACCIDENT OR THEFT OF THE VEHICLE
Responsibilities of the Customer regarding the Rented Vehicle
- The customer is responsible for the rented vehicle throughout the rental period.
- In the event of an accident without the involvement of identified third parties, the customer must:
- Call 112 to prepare the legal file;
- Follow the directions of the legal authorities;
- Contact 24Rent.md by any means of communication available;
- Complete the accident report and submit it within a maximum of 5 (five) working days, but no later than when the vehicle is returned to the 24Rent.md office.
- In the event of an accident in which identified third parties are involved and there is the possibility of using their insurance policy for damages up to 10,000 lei:
- A record will be drawn up based on an amicable liability agreement ("Amicable finding of accident" form);
- The maximum value of the compensation established by this procedure is 10,000 lei;
- The form can be used regardless of where the accident occurred (public roads, private roads or other locations).
- The customer's liability in such cases is limited to the payment of a fee for the administration of the claim file and for the loss caused by the unavailability of the vehicle, amounting to EUR 100.
- In case of vehicle theft:
- The customer is responsible for the cost of replacing the vehicle according to the insurance contracted for the category of the rented vehicle;
- This responsibility is valid only if the customer hands over to 24Rent.md, within a maximum of 2 (two) working days, the documents of the vehicle, its keys and the report issued by the authorities.
- If the above conditions are not met, the customer is responsible for the full market value of the rental vehicle, adjusted for wear, age and equipment.
7 – INSURANCE IN CASE OF ACCIDENT OR THEFT
7-1. Damage and/or theft
CAREFUL:
These exemptions apply exclusively on the territory of the Republic of Moldova, in accordance with the terms of the rental contract and subject to compliance with articles 2, 3-2 and 4-2 of these terms and conditions.
In order to reduce the client's responsibility for possible damage or theft of the rented vehicle, 24Rent.md offers optional insurance packages:
- CDW (Collision Damage Waiver) – Accident / damage insurance;
- THW (Theft Waiver) – Insurance against vehicle theft.
Acceptance of these insurances must be clearly stated and validated by the customer's signature on the rental agreement.
If the rental rates include these insurances, their acceptance is considered implicit at the time of making the reservation.
The costs for these optional insurances are paid as a flat rate, calculated for each rental day.
Additional rental terms and conditions
Base rental price
- The rental fee is calculated in EURO.
- The basic rental rate covers:
- duration of the rental,
- a predetermined number of kilometers,
- civil liability insurance (RCA).
- The customer is fully responsible for any damage caused to third parties due to his fault, up to the limit established by law.
- The minimum chargeable period is 2 days (48 hours).
- The first 30 minutes after the end of the contract period are not charged (grace period).
- If the return delay exceeds 30 minutes, an additional day will be charged according to the rate schedule stipulated in the rental agreement.
Civil Liability Insurance (RCA)
- Rental rates include Civil Liability Insurance (RCA) mandatory on the territory of the Republic of Moldova.
- RCA insurance terms and conditions are valid only in the territories specified in the vehicle's RCA policy (Green Card).
- In the event of an accident or damage occurring in a territory not covered by the RCA policy, the customer will be fully responsible for all damages and losses caused in that territory.
Standard damage insurance (CDW – Collision Damage Waiver)
This insurance provides coverage for accidents, collisions or damage to the rental vehicle.
Acceptance of CDW insurance reduces the customer's financial responsibility up to the maximum limit of liability for destruction or damage to the vehicle or its components, except in cases of theft and/or vandalism.
The customer (the contract holder and/or designated driver) is responsible for the full value of the damages if they were caused by:
- Driving under the influence of alcohol, substances, medications and/or drugs that impair driving ability;
- Failure to comply with the obligations to declare the accident and identify the parties involved, including obtaining the necessary documents;
- Using the vehicle for illegal purposes (smuggling, theft, illegal transport of goods or people);
- Overloading the vehicle or exceeding legal speed limits;
- Driving on unimproved or forest roads;
- Entrusting the vehicle to an unauthorized person or not included in the rental contract;
- Using the vehicle for competitions, races or demonstrations;
- Violation of traffic rules (disobeying the traffic lights, speeding, not respecting the Stop/Give way signs, driving in the opposite direction or on one-way roads);
- Damage to the engine, wheels, tires, interior of the vehicle or parts below and above it, including damage caused by impact with the train.
In the event of an accident, the customer undertakes to:
- Record the names and addresses of all witnesses;
- Do not leave the scene of the accident until the vehicle is properly insured;
- Notify and wait for the police authorities if there is serious damage or injuries, even if the fault is clear;
- Present the documents issued by the authorities at the 24Rent.md office and complete the requested statements or reports.
Theft Waiver (THW)
THW insurance provides protection against the risk of theft of the rented vehicle during the rental period.
Acceptance of THW insurance reduces the customer's financial responsibility in the event of vehicle theft up to the maximum limit of liability specified in the contract.
The customer is responsible for the full value of the vehicle if:
- Does not hand over to 24Rent.md, within a maximum of 2 (two) working days after the theft, the vehicle's documents, the keys and the report issued by the authorities;
- Does not comply with legal and contractual obligations regarding theft prevention;
- The theft is caused by the customer's fault or negligence.
If the customer does not accept THW insurance, the security deposit will be increased to the maximum value of the theft liability, according to the vehicle category.
Other information
Payment and guarantee by credit card
For all vehicle groups, the customer must have a credit card accepted by 24Rent.md. Cards accepted in the Republic of Moldova are: American Express, Visa, MasterCard, as well as cards issued in the international network 24Rent.md.
If the payment is guaranteed by credit card, 24Rent.md will temporarily block the amount corresponding to the customer's responsibility according to the rental contract on the card account.
Upon returning the vehicle and after paying all costs related to the rental and any additional costs, the blocked amount will be automatically unblocked on the customer's card.
The customer is responsible for the payment of all invoices issued for the concluded rental contracts.
8 – COMPETENCE
Jurisdiction and data protection
The courts at the location of the company's main office are competent to resolve any dispute between merchants arising from this agreement, if it cannot be resolved amicably.
